From the Start menu open your Control Panel double click on Regional and Language Options. Select Languages from the Regional and Language Options check on the "Install files for East Asian languages" and then click OK to start the installation process.
Note:You need to insert the Windows XP CD to complete the installation process as the Asian languages files is locate in \I386\LANG folder.
